This website adopts the Web Content Accessibility Guidelines (WCAG 2.0) as the accessibility standard for all its related web development and services. WCAG 2.0 is also an international standard, ISO 40500. This certifies it as a stable and referenceable technical standard.

WCAG 2.0 contains 12 guidelines organized under 4 principles: Perceivable, Operable, Understandable, and Robust (POUR for short). There are testable success criteria for each guideline. Compliance to these criteria is measured in three levels: A, AA, or AAA.     Q: What do we expect dito…

    VP Leni: Dito pino-promote iyong sustainable urban development. Ang nakikita kasi ngayon na shift over the last two decades kasi iyong last na Habitat sa Istanbul was 20 years ago.

    Parang iba pa iyong concerns noon pero in the past 20 years very rapid ang urbanization at iyong experience ng other countries parehas din ng sa Pilipinas.

    Iyong sa atin halimbawa 5.6 million, sobrang dami na pero iyon nga cause by urbanization at ang majority noon is in Metro Manila.

    So ngayon pinag-uusapan ngayon how to deal with rapid urbanization. Pero how to deal with it dapat hindi haphazard. Dapat pinaplano para resilient ang cities.

    Marami siyang kinompare na cities. Maraming cities ang tinamaan ng tragedies at marami ang namamatay.

    Iyong iba pinakita iyong Chile. Grabe iyong tragedy sa Chile pero iyong number of deaths not as much sa mga nangyari sa Asia.

    Parang ipinapamukha sa participating countries how important it is to integrate planning.

    Sa Pilipinas kasi very reactive parang pag may tragedy, tsaka tayo nag-rereact pero dito kahit wala, kailangan integrated na sa lahat ng plano. At hindi lang sa national pati sa local.

    So napakahalaga ng conference na ito kasi on Thursday, may parameters na siyang naset kung papaano mo gagawin ang pagintegrate ng resiliency sa climate change, sa disasters, at papaano mo ime-measure ang effectivity.

    Tingin ko lalo na tayong mga developing countries maraming matututunan. Halimbawa, sa Pilipinas hindi ko alam kung pamilyar kayo pero may napakalaking fear ng big earthquake.

    Halimbawa sa aking ngayong head na ako ng housing nag-aalala ako kasi nasa mandate namin. In the past ba naging strikto ba kami sa pagbibigay ng mga permits to make sure iyong mga buildings natin ay disaster proof.

    So iyong tinuturo dito, what should we do to make our cities more resilient?

    Q: Tayo naman what do we have to offer…

    VP Leni: Marami rin.

    May tatlo tayong batas na naipasa na mahalaga. Ito ang Climate Change Act, iyong Disaster Risk Reduction Act. Ito iyong dalawa parang ini-integrate niya sa local development plan ang pagpaplano sa disaster resilience.

    Ngayon may bagong batas na nagsasabi na 5% ng budget ng lahat ng government instrumentalities sine-set aside na for adaptation sa resiliency.

    Ito pinakita rin na medyo natututo tayo though medyo huli tayo kasi dapat ginawa natin ito bago tayo na-struck ng tragedies pero nevertheless maraming countries ang natututo sa atin dahil ang experience natin sa Yolanda, maraming namatay.

    Very sad experience at mahalagang example ng kakulangan sa preparasyon.
