    Interview with Usec. Boyet Dy After the Budget Hearing

    Q: Overview ng budget?

    Usec. Boyet: Yes, in terms of the budget of the Office of the Vice President, one of the first marching orders ni Vice President Robredo is to what extent puwede namin i-define iyong role ng Vice President at ang role ng opisina.

    Because previously, to a certain extent, napaka inward-looking iyong opisina, tinitingnan lang kung paano masusuportahan ang Vice President sa kanyang ceremonial functions at ang kanyang administrative function.

    So sinabi ni Vice President Leni, paano ba natin magagamit ang opisina para mas makatulong tayo sa pag push ng mga anti-poverty advocacies ng gobyerno.

    So mas ganoon namin tiningnan ang budget of the Office of the Vice President, paano namin magagamit ang budget ng Vice President para makapag-convene at makipagtulungan sa iba’t ibang stakeholders para magkaroon ng different advocacies in 5 different areas.

    Universal healthcare, education, food security & nutrition, women empowerment at iyong panlima ay rural development.

    So sa pamamagitan ng budget ng Office of the Vice President, gusto namin makipagpulong at makipagtulungan sa iba’t ibang sektor, sa pribado man o sa civil society para makapag-push ng programa sa mga sektor na ito.

    Q: Sir I understand na na-explain ninyo na kung bakit bumaba ang budget ng OVP. But can we have that explanation here?

    Usec. Boyet: Kaya bumaba ang budget of this year, iyong pagbaba ng OVP budget ay dahil sa three main reasons.

    Iyong una is lumipat kami sa QCRH mula sa Coconut Palace at dahil doon in-expect talaga namin na bumaba ang renta na binabayaran namin buwan buwan. Kami ay nakaka-save ng at least P200,000 per month dahil sa paglipat namin sa QCRH mula sa Coconut Palace. At dahil mas maliit din ang QCRH, pati ang binababayaran namin sa utilities, sa kuryente, bumababa rin.

    Pangalawa, kabilin-bilin ni Vice President Robredo na dapat mas matipid kami sa lahat ng aming gastusin sa opisina, lalo na sa kanyang pagbisita sa iba’t ibang lugar, lalo na sa mga laylayan, mga liblib na lugar.

    Dapat minimal staff ang a-attend at sumasama, iyong kailangan lang talaga, pangalawa, dapat hindi naman kailangan naman sa magagarbo at mamahaling hotel ang pupuntahan at stinestayan.

    As much as possible, lahat sa practical at you know, sa mga simple at payak na lugar lang magststay. So iyon ang mga main na dahil kung bakit bumaba ang aming budget projections.

    Ito, kami mismo ang nag-compute kung anong kakailanganin, alinsunod sa mga bilin ni Vice President Robredo at iyon ang naging aming gabay sa pag-revise ng budget proposal para sa susunod na taon.

    Q: Bakit po siya wala ngayon?

    USec. Boyet: Siya po ay kasalukuyan nasa out of town trip, kabilang po ito sa regular trips na ginagawa niya sa mga probinsya at sa mga rural areas para itulak ang kanyang anti-poverty advocacies.

    Q: Pasensya ka na po pero I have to ask this, may nabanggit si Pangulong Duterte about an impeachment plot coming from “the yellows.” In any impeachment, the beneficiary is the vice president, kahit sino pa man yung gagawa ng impeachment na yan. And VP is liberal so how do you respond to this?

    USec. Boyet: As I mentioned earlier, unfortunately I’m only authorized to speak about the budget at this point.

    Q: But, you know, can’t you say anything if there really is a plot?

    Usec. Boyet: I’m only authorized to speak about the budget at this point. Apologies.

    Q: Going back to the budget, you mentioned the VP wants a lean staff, so how lean is lean?

    Usec. Boyet: So it will really depend on a per-trip basis kasi per trip nag-aassess talaga kami kung ilan ang kailangan. Nag-iiba-iba din iyan kasi minsan sa pupuntahan niyang probinsya magkakahiwalay ang mga barangay na kanyang pupuntahan so mayroon po kaming internally sunusundan sa opisina kung ano ang least needed number of staff needed.

    Q: In the OVP you have, 100, 150, 50 people? Just give people an idea.

    USec. Boyet: Sa bawat trip—

    Q: Hindi sir, overall

    USec. Boyet: Sa opisina ang plantilla ng OVP is about a hundred people.

    Q: Would you have wanted the lawmakers to have grilled you more, or at least asked you more details about your budget and not just finished in three minutes?

    USec. Boyet: Kami naman po inaasa po namin na pinadala po ang budget proposal beforehand and in our presentation for why that was the budget proposal so we are confident that they went through it and we are really very grateful to them for being supportive to the Vice President and to her advocacies.

    You know, the Vice President as a former member of the House of Representatives herself, we mentioned in the Committee Hearing a while ago, we really made the presentations to the Committee on Appropriations if the schedule can be changed so the Vice President can go.

    Kasi po binilin niya kung makapunta talaga siya ngayon, so unfortunately hindi na po nag-work out sa schedule pero the Vice President is very thankful for their support.

    Q: Sir tanong ko lang, alam po ba ni VP yung tungkol sa sinabi ni President Duterte tungkol sa impeachment on the yellows, kung alam lang niya?

    USec. Boyet: Nako, unfortunately hindi pa kami nag-usap since it happened because she went straight to her out of town trip this morning. Again, I’m only authorized to speak up about the budget.

    Q: Where is the out of town trip?

    USec. Boyet: She’s currently in Pagadian, and from there will make trips to the nearby provinces.

    Q: Gabi na siya babalik?

    USec. Boyet: Actually dalawang araw ang kanyang out-of-town trip. Thank you!
