DUTIES AND RESPONSIBILITIES - CORE FUNCTION: PROCUREMENT

1.  Reviews proposed APP by validating that all submitted Project Procurement Management Plans (PPMPs) are within the approved budget to ensure that only those considered crucial to the efficient discharge of governmental

functions are included;

2. Reviews PRs and PPMPs by validating fi items are in accordance with the APP to ensure proper execution of procurement program of OVP;

3. Advertises bid opportunities by posting Invitation to Bid/Request for Quotation/Supplemental Bid Bulletin on the PhilGEPS and OVP website in order to solicit proposals from prospective suppliers for the project;

4. Prepares Purchase Orders (POs) by awarding the contract to the lowest calculated and responsive bidder to ensure delivery of procured items based on terms and conditions stipulated in the contract;

5. Updates the PR Monitoring Sheet by indicating the details of the contract including the time schedule for each procurement activity for record and tracking of transaction;

6.  Acts as a member of the BAC Secretariat by providing administrative support to the BAC Members and TWG to ensure compliance with the provisions of the GPRA;

7. Reviews Procurement Monitoring Report (PMR) by checking accuracy and correctness of the data presented to ensure compliance with the standards set forth by the GPRA and its Implementing Rules and Regulations;

8.  Reviews the result of the APCP Report by checking the accuracy and correctness of the data and information used in answering the tool to help in determining the procurement strengths and weaknesses of the office and formulate reasonable action plan to address the identified areas for improvement; and

9.  Posts related procurement documents in the PhilGEPS and OVP website by posting awarded contracts thru Competitive Bidding, Invitation to Bid and Minutes of Meeting for Pre-Bid Conference for transparency and information purposes.

DUTIES AND RESPONSIBILITIES - FAMILIAR WITH: GENERAL SERVICES AND TRANSPORT

1.  Prepares the budget and schedule of preventive and corrective maintenance measures for vehicles and facilities (pest control, laundry of curtains, cleaning of air-conditioning systems, etc.);

2.  Processes documents for adequate insurance coverage of vehicles and facilities;

3.  Processes documents for timely renewal of vehicle registrations;

4. Monitors timely payment of monthly rental, canteen concessionaire, and utilities (electric, internet, phone, water)

5. Monitors the day-to-day tasks of outsourced janitorial and security personnel;

6. Coordinates with the Administrative Officers (AOs) of different Offices/Divisions/Units (ODUs) to determine common concerns and facilitate agreement on actions to be taken;

7. Prepares the daily dispatch schedule of shared office vehicles; and

8. Prepares report and other required documents for insurance claims, as needed.

DUTIES AND RESPONSIBILITIES - FAMILIAR WITH: PROPERTY

1. Reviews the agency APP-CSE by validating that all submitted APP-CSE from various Offices/Divisions/Units (ODUs) are in order and within the approved budget to ensure prudent spending of public funds;

2. Reviews PRs by checking the accuracy and basis of the requested items for procurement to ensure the adequacy of supplies to support the operations for the next quarter;

3.  Acts as member of the Inventory Committee by conducting semi-annual and annual physical inventory of supplies and PE respectively to ensure integrity of the property custodianship and establish physical existence of the property;

4. Processes documents for adequate insurance coverage of property, plant and equipment;

5. Records receipt and transfer of accountability of Property, Plant and Equipment including semi-expendable supplies and equipment by preparing the Property Acknowledgement Receipt and Inventory Custodian Slip.

6. Receives returned serviceable properties by preparing the Return Slip with complete description of the item to relieve the end-user of its property accountability; and

7. Records receipt of defective Property, Plant, and Equipment (PPE) and waste materials by preparing the Return Slip and Waste Materials Report respectively to report defective and scrap materials for disposal.

8. Undertakes disposal of properties other than public auction by preparing documents such as Property Transfer Report (PTR) and/or Deed of Donation in order to transfer property accountability to recipient agency or office; and

9. Substitutes for other administrative officers in case of absence to ensure continuous office operations.
