DUTIES AND RESPONSIBILITIES - CORE FUNCTION: EMPLOYEE WELFARE AND RSP

1.  Serves as a member of the HRMPSB Secretariat by undertaking the publication and posting of permanent vacant positions, documentation of HRMPSB meetings, maintenance of a pool of applicants, conduct of initial interviews, and preparation of other related documents;

2. Prepares appointments, Contracts of Service, Job Orders, and MOAs and compiles documentary attachments for review;

3. Prepares reports and updates RSP monitoring tools (PSIPOP, list of employees, etc.) for approval;

4. Conducts orientation of newly-hired and promoted employees and facilitates the Onboarding process;

5. Facilitates list of personnel accession and separation for submission and review;

6. Serves as Grievance Committee Secretariat and DAC Secretariat (schedules meetings, prepares minutes, etc.); and

7. Substitutes for other administrative officers in case of absence to ensure continuous office operations.

DUTIES AND RESPONSIBILITIES - FAMILIAR WITH: COMPENSATION AND BENEFITS

1.  Monitors and certifies the leave credits earned through computation and review of number of hours rendered, absences, tardiness and overtime credits of personnel for approval of the Division Chief and for timely update of leave records;

2. Assesses study leave applications and prepares MOA for submission;

3. Prepares reports such as NOSA, NOSI, List of Personnel for Loyalty Awards, etc. by checking employee records and reviewing the PSIPOP to secure updated data on salary adjustments in compliance with government reportorial requirements for review;

4. Processes payroll of personnel salaries and benefits, DVs, and ORS by encoding and computing contributions, deductions, and other changes ni compensation in accordance with applicable rules and regulations;

5. Prepares analysis and reconciliation of payroll-related matters for accurate and timely service delivery in coordination with the Accounting Division;

6. Reviews certifications (service record, certificate of employment and compensation) for signature of the Division Chief; and

7. Prepares ARA for review and checks completeness and authenticity of requirements submitted for clearance and exit.
